Tax category troubleshooting

Goal

Unblock common tax category errors.

Steps

1. If save returns 422, read the validation message.
2. Confirm permissions (tax.view / catalog.manage_tax_categories) and module entitlement.
3. Recheck required master data from setup.
4. Escalate with the exact error code when stock/tax/period rules block you.

Hard stops

Missing code/name; duplicate code; lack of catalog.manage_tax_categories (not plain catalog.manage).
